Well, first of all, if you know how to really make use of budget when building the computer that can do the things you want, you have to hunt for parts for several sources, you must find the cheapest and best quality for each item from different sources. Then, eliminate things that arent really that important, like the 22" flatscreen, you are intentionally making the cost too high by getting that, instead get a 19" flatpanel or even a CRT. For sound cards, unless your into music editing and midis, you dont need a soundcard because onboard mobo soundcards for most mobo, especially the ASUS mobos are really great. I can also get a nVidia SLI mobo or a Radeon crossfire mobo for under $150. For graphics cards, if you want double jsut get GeForce 7950 which already has two built in, for the price of just one. For RAM, you can get them in paired bundles sold by companies like OCZ, these pairs are generally cheaper than buying them induvidually. The chassis doesnt really matter what it is, it is best to just get the chassis you need, the Antec Sonata2 should suffice for most uses, the Antec Superlanboy would be good for lanparties. For processors, if you were thinking more about price with performance, get AMD, they are cheaper and stronger than Intel, but they limit your mobo choices. For software, there is this thing called OEM, which every store is entitled to sell you an OEM copy when you buy parts to build a new computer.
